Matthew previously worked in Washington, D.C., for the Treasury Inspector General for Tax Administration (TIGTA), an independent bureau within the U.S. Department of the Treasury that oversees the Internal Revenue Service (IRS), the IRS Oversight Board, and the IRS Office of Chief Counsel, where he served as the counselor to the inspector general and congressional affairs liaison.

While working at TIGTA, he attended Georgetown Law where he earned an LL.M. in taxation and a certificate in international taxation. Matthew received a Bachelor of Arts in political science, with a minor in philosophy, from Washington & Jefferson College.
